hmm.. I recompiled sane-gimp1.3 from sources as well:
$> apt-get source sane-gimp1.3
$> apt-get build-dep sane-gimp1.3
$> cd sane-frontends-1.0.10
$> dpkg-buildpackage -rfakeroot -us -uc
and then dpkg -i'd the resultant package and it seems to work fine.
Do you have the latest Gimp 1.3 packages from unstable, etc ?
I have:
$> dpkg -l|grep gimp
ii gimp1.3 1.3.13-2 The GNU Image Manipulation Program, developm
ii libgimp1.2 1.2.3-2.3 Libraries necessary to run the GIMP, version

ii libgimpprint1 4.2.5-2 Gimp-Print printer drivers - core library
ii sane-gimp1.3 1.0.10-2 Scanner graphical frontends -- GIMP 1.3 flav
