You expect sanity?  hahaha  Foolish mortal!

Both existed because both were desired.  The problem is that they're
redundant and only slightly different features.  Not many people seem to
really have a hard time using one over the other, so nobody's really
convinced both are needed.  If you can convince the people doing the work,
they might be willing to make workspaces able to behave like viewports,
but you'll have to convince someone the preference is worth having.
