I don't know if it's best practise or not. But shipping test data in
the -dev package is a pattern that has existed for a long time.
The autopkgtest-pkg-go also relies on this pattern, since it runs the
tests with code from -dev package,

Since the -dev package is not intended for users(see the recent
buildlibs proposal), I don't think anyone is going to change this.
