Of those, at least packer should be upgraded, 1.3.4 is from january 2019
and last upstream version (1.6) seems to import
github.com/golang/protobuf 1.4.
I myself recently had to use the upstream binary for a customer because
of missing features (but didn't have time to try to upgrade the package)
