In both cases my now-changed locale.gen wasn't changed, it also wasn't changed when manually restoring the old configuration (built by hand, didn't have a backup).

I even tried aborting the locale generation after reconfiguring (although not changing any value) locales.

Sigh... I hate chasing ghosts - as you probably do, too...

Perhaps the following helps:
When this bug was triggered I used dselect to install some packages (kernel-image-2.6-686 et al) and it started to upgrade my system (including the removal of kde... I forgot to look at the to-be-removed list before saying OK). The locales package was the second last to be installed, the last one being kernel-image-2.6.8-1-686 (which failed because I accidentally said "no" to kernel-image-2.6-686 and it's "do you really want install although I use initrd" question)

I use some plain sarge installation, last installed some years ago from CDs and upgraded via apt since then.

Some (for me) interesting things I have noticed while playing:
a) when deleting all locale definitions from the locale.gen and then using dpkg-reconfigure locales all "new" locales are stored after the DEBCONF section, but the standard one, it's included in the DEBCONF section. b) when deleting this line out of the debconf section and having it (multiple times) outside this section, it's not restored by another reconfigure c) when deselecting a previously selected locale in dpkg-reconfigure, this locale is not deleted from locale.gen but hashed out d) when deleting the locale.gen and then using dpkg-reconfigure locales the resulting file misses the DEBCONF section, but all previously selected locales are still there while reconfiguring. The DEBCONF section is only added when reconfiguring localeconf.
