Bug#260371: Some locales can't be generated in 486DX machine

This is normaly... Creating of UTF-8 locales need very much Memory...
I have a Duron 1600 with 128 MByte and de_DE.ISO-8859 requires around 
10-15 seconds while de_DE.UTF-8 more then 2 minutes...

You have only 7,8 MByte of memory ???
How do you have installed WOODY ?
Whats the speed of the 486 ?

My Toshiba T1950CT (486dx2/50 with 12 MB) need around 37 minutes to 
generate de_DE.UTF-8.
