No, as Ben said kernel-headers is pulled into libc6-dev. Anyway, I've
just noticed that there's a kernel-headers-2.4.14-m68k source package,
so that's the one to reassign this to (though I'm not sure if this is
really a bug; but I suppose we could just hack those definitions into
the header till we get 2.4.18 packages).

See /usr/share/doc/libc6/README.Debian.gz (Q3). It seems like everyone
has pretty much given up on this issue though.
