Bug#39562: libc6: No Makefile in /var/state/glibc/

When I upgraded the file /var/state/glibc/Makefile disappeared, although a
dpkg -S command reported it as still being in the package. I have put the
Makefile from the old version on my machine (copied from a machine with an
older libc6 package) and it's working fine.
I am not certain what happened, and at the moment I can't test it properly as
I don't have a machine I can take great risks with.
