Last tag is from 2017. There weren't any for any of the updates required to deal with changes in Mapnik.
They seem to treat python-mapnik like node-mapnik which Mapbox deployed from git snapshots.
I can also find the project in Pypi, what's missing there?
Something newer than 0.1.
