As this seemed to be a little bit dirty I cleaned this up and put it into a
new git repo:

https://github.com/giggls/gdal-ecw-plugin

All you need on Debian 11 for ECW-support now is a single file called
gdal_ECW_JP2ECW.so which can be put into /usr/lib/gdalplugins/

This uses the static version of the proprietary ECW library thus their
restrictions will also apply to gdal_ECW_JP2ECW.so.
