I am happy to do the initial packaging, but I wanted to know whether I
should make it team-maintained by the DST or by GIS. For the latter, I
guess I would need access to the debian-gis packaging repository. My
username is ghisvail-guest.

If you're going to maintain the package after the initial packaging too, I think the package is fine in either team.

If you'd rather not maintain the package long term, I doubt anyone else in the GIS team will take over.

Since your other packages are mostly maintained within the Debian Science Team, I think that's a better fit for this package to keep it in the same team as its dependent packages.
