Both, and more. :)

Symbols were removed, so the SONAME needs a bump which I expect upstream
to make in 4.9.0 final.

Since no new transitions will be accepted by the Release Team it's best
to keep unstable for updates to jessie.

I also need to update python-pyproj for proj 4.9.0. To have it build
with the system proj instead of its embedded copy proj > 4.8.0 is
needed. python-pyproj used SVN snapshots of proj because of the long
time since the last official release, I believe it was 4.9.0~b2 + SVN
changes.

Then there are the many reverse dependencies that I need to rebuild with
proj 4.9.0 to see what breaks.

Uploading to experimental also helps in collecting the symbols for the
various architectures before uploading to unstable. For GDAL and QGIS
this is very helpful because of their C++ symbols, for proj with only C
symbols this is not such a problem.
