My initial packaging used the SONAME for the package name, but after
finding the Ubuntu packaging I decided to adopt their approach.

First priority is fixing the linking to make mapserver fully functional
without LD_PRELOAD.

The mapserver 6.4 release plan has it scheduled for August 29th 2013.

It's a bit strange indeed, I'm probably a bit overcautious in my
approach. I was following the advice on the Debian GIS Information for
Developers wiki which mentions that it's better to submit a few patches
before asking for commit access if you're not a DD.
