Without checking the actual package just a general remark: While I'm
much in favour of following policy (and library packaging guide) I can
assure you that there are a lot of library packages around that fail
to confirm this criterion. This should not mean I want to suggest to
ignore this issue but finally you need to weight pros and cons.

Hmmm, this is a strange logic: How can you do a contribution to the
team if you are no member? In general I'd suggest to be bold and simply
ask for beeing added to the alioth project (well, I'm not a pkg-grass
member either - but speaking from my general experience in Debian
teams). If you want to contribute it is the most simply thing to do
it were all other people are doing it as well.
