Debian.
Many pacakages depend on proj, and if a new proj package was pushed in
they all would need to be rebuilt & requalify for the "testing" branch
which could take some time, and perhaps mean that some of those packages
would miss out on the release, or needlessly divert the attention of the
release team during a busy time.
.. switching a core package stirs up a lot of mud.
