Doh! This was unintentional. I'll see if it's even necessary at all or
make a dpatch.

The C API is new with this version, so there's nothing depending on that
in the past. The library name of the C++ API is unchanged(and the ABI is
unchanged too), so existing packages that depend on that should be
unaffected. The way that you include geos.h and the output of
geos-config is unchaged as far as building against the C++ API, so
packages that build-dep on libgeos-dev should be unaffected. I've tested
building qgis against it and there was no problem.
