[DebianGIS] geos 2.2.1 ready for unstable

Hi,

I believe geos 2.2.1 is ready for unstable. I've uploaded it to mentors
if anyone would like to sponsor an upload.

  * 2.2.1 introduces a new C API in the libgeos-c1 package
  * Apply patch from Martin Michlmayr for FTBFS with g++
