Is the API changing for every release, or will code compiling with the
current version of gdal compile with future versions of gdal too?  If
the API is stable but the ABI is in flux, I believe the -dev package
can be without version number.  If the API is in flux too, the -dev
package need to have a version number.

It is best if the -dev package can be without a version number, as it
make it possible to update the packages using gdal with a simple
rebuild without changing build-depends.
