I'm not willing to be the lead maintainer, but I am willing to keep
giving advice and helping out with the packaging until it is ready to
go into the archive.

You do not have to start from scratch, as there are build rules
already in the alioth cvs. A good place to start is the debian
policy[1] and the developers reference[2].
