Bug#116823: Debian's g++-3.0 forgets to generate some code.

After analyzing the problem it became clear that the problem was indeed
CLN's and not Debian's gcc-3.0 package.  Bruno Haible has hacked a
configure test for CLN which avoids hacking the global destructors if
there is no global destructors function.  (I am going to dupload this
now.)  Gcc maintainers, please close this bugreport.  Thanks a lot to
everyone who contributed insight!
