Essentially the development of the main LaTeX compiler pdflatex, that is used by basically everybody has stopped a few years ago. I recently discussed the unicode issue with the german tex mailing list.

If you really can't convince LaTeX folks with a patch, then I would
suggest you make your build process depend on the fonts you want to
merge, find the paths of the fonts at build time using fontconfig
(fc-match), automatically create the merged font at build time from
the fonts you want to merge, do whatever you need to do with the
merged font and then do not ship the merged font anywhere.
The merged font is needed at runtime. So it needs to be shipped.
You should also make sure that the resulting font is legal; all the
licenses of the fonts that you are merging should be compatible.

All fonts are licensed under GPL.
