you have to do this:

echo 1 > /proc/sys/net/ipv4/ip_forward
echo 1 > /proc/sys/net/ipv4/conf/all/proxy_arp

Unless you block ARP on the Ethernet Level with IP-Tables, you dont need to
open up anything. Since ARP is "below" the IP Level normal IP-Deny-Rules
wont affect ARP.
