util-linux - because that's Essential in Debian. apt-utils is not, so
would have to be listed.

That is more typical of normal embeddedness - /etc/inittab and similar
problems are usually hardware-specific or user-case specific.

Putting a distribution over the top of existing files is usually asking
for trouble. Wasn't there a way of creating a foreign filesystem on
another box and only copying over files that have not been already
created inside the Emdebian filesystem? Multistrap is probably the best
tool for that
