A subtly different question to your other email but the problems and
solutions are the same. apt-cross isn't mandatory for that situation,
the packages that need to be passed to dpkg-cross are fairly
predictable, you don't need dependency resolution.

emchain *is* going away - buildcross is one replacement but the idea is
to make it simple to build toolchains without needing customised tools.
