packages.conf supports:

INCLUDE

    Add a comma separated list of package names to the list of packages
added to the tarball and installed in the second stage.

emsandbox does not do anything to change the filesystem of the device
creating the tarball - you need to create the filesystem you need on
the device then unpack the tarball. rootfs and filesystem are separate
issues - the rootfs contains a filesystem hierarchy but the actual
filesystem itself needs to be created (or cleared) before unpacking.
