Hmm. Thinking about it, this could be a bug in the repository.
balloon3-config is probably Priority: required which might be why your
emsandbox brings it in.

Check which suite script you are using and check the output of
emsandbox to see if balloon3-config is included. The machine:variant
support can exclude packages from debootstrap. I'll check the
repository tomorrow.

machine:variant support would then include that config package (or you
could execute the changes in the setup.sh script).
