Your setup is completely foobar and it is impossible to get anything working until you fix the dependencies! emsetup should not have to check that /usr/bin/dpkg-architecture exists - the package containing emsetup depends on the package containing dpkg-architecture. Fix that issue before reporting any other symptoms or faults! You cannot use anything in emdebian-tools or related packages without /usr/bin/dpkg-architecture. No, really, you cannot.
