Probably not. Apt would not allow the installation of the toolchain
packages otherwise.

WTF? How the $%^$£$ did that happen? dpkg-cross depends on dpkg-dev
which includes dpkg-architecture, emdebian-tools depends on dpkg-dev
too. Your setup is completely foobar and it is impossible to get
anything working until you fix the dependencies! emsetup should not
have to check that /usr/bin/dpkg-architecture exists - the package
containing emsetup depends on the package containing dpkg-architecture.

Fix that issue before reporting any other symptoms or faults!

You cannot use anything in emdebian-tools or related packages
without /usr/bin/dpkg-architecture. No, really, you cannot. (That's why
dpkg-dev is a dependency.)

Fix the dependency problem, ensure /usr/bin/dpkg-architecture exists
(and works) and re-test the problem before replying - please. Then, if
you still get a problem, PLEASE report a bug - yes, really. Report a
bug. I need the information that is generated when you report a bug so
please, report the bug. Don't bother sending to the mailing list, the
bug report will be copied to the list.

Sending problem reports to the mailing list inevitably involves me
wasting huge amounts of time asking for information that I would
normally get via the bug report, I need bug reports please.
