Oops. In that case, this is a bug in emsetup.

Harald - I've just tried:
emsetup -a armel --report
and I get the bug (which I'll fix for 0.5.4).

However, when I try:
emsetup -a armel -s
I get the correct list of packages.

With:
emsetup -a armel
It *does* find the correct toolchain and start installing.

FYI, what you need is:
sudo apt-get install binutils-arm-linux-gnueabi gcc-4.2-arm-linux-gnueabi-base gcc-4.2-arm-linux-gnueabi cpp-4.2-arm-linux-gnueabi g++-4.2-arm-linux-gnueabi libc6-armel-cross libc6-dev-armel-cross libstdc++6-armel-cross libstdc++6-4.2-dev-armel-cross libstdc++6-4.2-pic-armel-cross libgcc1-armel-cross linux-libc-dev-armel-cross

(That comes from emsetup -a armel -v -s)

It's just the --report that seems to show the bug.
