The problem actually arose from a bug in emdebuild - some patch files
were missing. The actual fix only involves creating a single file:

I still have a problem with emlocale to fix but I have uploaded
grep_2.5.1.ds2-6em2_arm.changes with the correct files in the main
package.

There is also a problem with debian/patches/50-po.patch which appears
spurious as it simply patches po/grep.pot which is regenerated after
being patched. This causes the build to fail when empdebuild is run
twice so I've removed it. Once I've sorted out emlocale and emdebuild,
a patch will be created that simply removes the upstream patch.
