Non-free files (among them almost all GFDL manuals) have been moved
to the non-free emacs21-common-non-dfsg binary package.

Additionaly, the long awaited dummy "emacs" package, depending on
the latest emacs release, has been added.

Can it be made such that emacs21 Suggests: emacs-common-non-dfsg, so that
users that have non-free sources, which use aptitude which pulls Suggests:
would get the non-free documentation by default?

This is what is currently done with the gcc and gcc-doc packages.
