The reason is that TeX-shell-command-option is set to the string "-c".
*bash* is thus invoked with the -c option, which in turn forces it to
/not/ read any files on start-up. If *TeX-shell-command-option* was a
list of strings, I could set it to '("--rcfile=~/.bashrc" "-c"), which
I guess would do the trick.
I found a work-around: the process starting up *Emacs* should source
the ~/.bashrc file first. In my case, this means sourcing ~/.bashrc
in .xsession .
