Huh?

It might be in mule-support, but it seems to be a standard Emacs
add-on:

$ zgrep goto-addr.el /org/ftp.debian.org/ftp/dists/woody/Contents-i386.gz
usr/share/emacs/20.7/lisp/goto-addr.el                      editors/emacs20-dl-el,editors/emacs20-el
usr/share/emacs/20.7/lisp/goto-addr.elc                     editors/emacs20,editors/emacs20-dl
usr/share/mule/19.34/lisp/goto-addr.el                      editors/mule2-supportel
usr/share/mule/19.34/lisp/goto-addr.elc                     editors/mule2-support
usr/share/xemacs21/packages/lisp/fsf-compat/goto-addr.el.gz editors/xemacs21-basesupport-el
usr/share/xemacs21/packages/lisp/fsf-compat/goto-addr.elc   editors/xemacs21-basesupport
