Great!  Thanks for that.  It works fine in bothe XEmacs21 and Emacs20.

Some comments: 

1) Put the following fields in the control file:

   Conflicts: dpkg-dev (< 1.7.2)
   Depends: emacsen
   
   
2) You are using a upstream version number equal to "1".  You should ask
   the upstream maintainers (Peter Galbraith, I guess) about their
   preference.
