Why do you believe mirror/http/proxy is only supposed to be honoredby
APT?  As far as I know, it is honored by all of d-i using http.  And I
test it regularly behind a blocking firewall to ensure d-i keep
working even in such setup.  It didn't work properly in Lenny, but
since then it has been working well.
