Right. A bit unusual combination. Perhaps the locale ended up as
*_DE?

Good. Then it is a bug in the test suite.

I suspect it come from /usr/lib/debian-edu-config/testsuite/timezone.
What is the content of your /etc/default/locale and
/etc/debian-edu/config files?
Btw, if you know Finish, perhaps you can translate our packages to
Finish? debian-edu-install is the most important one. Please join us
