Sure, but in most cases the menu location is picked randomly by a
maintainer in doubt and without the whole picture. I know that is how
I pick the menu location for a new application. :)

Perhaps. Or perhaps he had a quick look at the available categories
and picked some that seemed fairly relevant. I believe that is the
common case, not someone deciding that 'I want my application in this
location, and ignore where everyone else put their application'.

I am not saying it is a bug, I am saying that we have a more complete
picture on the menus in Debian and could pass this information on to
the package developers with menu entries that would do better
somewhere else.
So far I have reported 6 such bugs, and 5 is already fixed or promised
to be fixed (the last one is noteedit, which seem to be
unmaintained. :)
