[Bug 1371] New: installation of ltspserver stops, then dhcpd fails

This seems (to my amateur eye) different to #1354.

DVD from 1 August 2009. Ltspserver install (not combo)
After "setting up ltspserver" I get an empty blue screen with an empty grey bar
along the bottom, for a very long time (stopped). I press CTRL-c and install
resumes with GRUB. After reboot at GUI login I get "dhcpd3 not running". I can
log in as an ldap user. I su and do this:

ltspserver00:/var/log/installer# /etc/init.d/dhcp3-server restart
dhcpd self-test failed. Please fix the config file.

The machine seems fine as a workstation, but thin clients won't connect
(obviously)
