I don't know this top 500 spreadsheet, so I can't say anything about it.

For pdfs KDE4 ships Okular.
Using Okular, OpenOffice and Iceweasel simultaneously on all 20 clients
is not a problem.
Only if they all run youtube that is going to be a problem. But then the
computers don't have sound, so that's not very interesting for the students.

Definitely _not_ worse, I would say it's equal.

Yes they are.
I don't see any sense in providing a mixed environment.
So either stick with KDE3, or move to KDE4 everywhere.
