yes. i suspect with LOCALDEV=False in lts.conf, and those rules disabled
... you might have better luck.
ltspfsd should probably not be installed on "diskless workstations",
just true thin clients.
or, we need to fix ltspfsd's udev hooks to respect the LOCALDEV setting
in lts.conf.
i'll probably file an RC bug in the debian bts about this.
