Yes.  Check also the belocs-locales package if it got the locales
there.

Yes, but it is absolutely necessary to have the locale to use the
translations.

Well, you can of course start to translate, but unless the locale and
language code is available, you might have to rename all the files
generated when the locale and language code is decided.
