Some points of interest:

An applicant of the _debian_ new-maintainer process goes through the
process, in order to get an machine account.
The debian project wants only 'true' developers working on their
machines. These developers have to accept the debian way and the
debian policy/manifesto. The process has the aim, to examine those
things.
An applicant of the debian-edu new maintainer expects nothing in
return. He gets a free mail account.
In order to get a machine account, the applicant has to qualify
deeper in a second phase. Is there a real need for the first phase
(compare Point 3).

The debian new maintainer procedure defines the causes, to reject an
applicant.
I see no statement in the debian-edu procedure.
(3)
If you want to contribute to the debian project without an machine-
account, you are wellcome.
You can do a lot of things. For example you can write or translate
documentation, make bug-reports and much more.
The proposal of a debian-edu new-maintainer process has no statement
about those contributions.
(4)
The applicant of the debian-edu process has to travel to a testcenter
in real live.
The debian applicant has not.
(5)
The debian-edu new member has to make some steady work, in order not
to loose his membership.
For example he has to read one or more extern maillingists and has to
make monthly reports about the their traffic.
That is not common in the debian world.
In the debian world everybody has the possibility to decide the
volume and the kind of his contributions by himself.
Conclusion
I believe, the debian procedure has its advantages and its flaws at
the same time.
But you have to make a considered choice, if you will go another way.
And i am not sure, wether an official debian sub-project has the
possibility to leave the debian way.
It looks like you have to have an permission by the boss, in order to
contribute anything to debian-edu. Sorry for this exaggerations and
for the (german) english.
