As your dhcp server seems to be running, it must be the wront rom image. 
Try another one (pxe).

To double check if the rom image is  to blame:

1. boot some newer notebook from ltsp (terminal server)
2. boot your thin client from another terminal server
    (e.g. thick client server on knoppix cd)
