This is how I see it:

 * Bugs in official Debian packages should be reported against Debian.

 * Bugs in packages not in Debian should be reported against Skolelinux.

 * Bugs in packages tweaked from Debian should be reported against
Skolelinux.

 * Bugs in places like "the install process" that cannot be tied to a
specific package should be reported against Skolelinux.


For reporting bugs in the Debian Bug Tracking System (BTS) I recommend
using the commandline tools "reportbug" and "querybts", found in the
Debian package "reportbug. It conveniently includes with the report a
bunch of valuable additional info like version of package and dependent
packages, debconf tags, architecture.


It is possible to use same tools also for unofficial packages, if only
the alternative BTS handles emailed reports: Include with the package a
hint about the target reporting email address to the file
/usr/share/bug/<PACKAGE_NAME>/bts and the output of reportbug will
simply be redirected to that alternative reporting address instead.

That is not for now, off course - but would possibly be relevant to
include somewhere in the documentation of Skolelinux bugreporting as a
hint to developers packaging non-Debian packages.
