| After installing or upgrading anything via apt-get, I get this:

| Starting web server: apache failed
| invoke-rc.d: initscript apache, action "start" failed.
| dpkg: error processing apache (--configure):

| 
| ps shows, that apache is actually running though.

| The apache child processes appear some seconds after
| the /etc/init.d/apache start command returned to the shell.
| 
| Conclusion: dpkg doesn't wait long enough...

No, the conclusion is that apache should wait a little longer.
