Bug#244667: dpkg doesn't wait long enough when (re)starting a service

After installing or upgrading anything via apt-get, I get this:
Setting up apache (1.3.29.0.2-4) ...
Starting web server: apache failed
invoke-rc.d: initscript apache, action "start" failed.
dpkg: error processing apache (--configure):
subprocess post-installation script returned error exit status 1
ps shows, that apache is actually running though.
The apache child processes appear some seconds after
the /etc/init.d/apache start command returned to the shell.
Conclusion: dpkg doesn't wait long enough...
