Bug#192954: dpkg: update-alternatives doesn't work when cd'd to a directory root can't write to

When running update-alternatives with cwd as a directory that root
cannot write to (e.g. an NFS mount with root_squash) update-alternatives
--install fails with an "mv: permission denied" and "Invalid Cross
Device Link" error. It seems it tries to write to the cwd briefly.
