The current version of dpkg contains two copies of start-stop-daemon,
one in /usr/sbin and one in /sbin.

$ grep sbin/start-stop-daemon /var/lib/dpkg/info/dpkg.list
/usr/sbin/start-stop-daemon
/sbin/start-stop-daemon

$ file /sbin/start-stop-daemon /usr/sbin/start-stop-daemon
/sbin/start-stop-daemon:     ELF 32-bit LSB executable, Intel 80386, version 1 (SYSV), dynamically linked (uses shared libs), stripped
/usr/sbin/start-stop-daemon: ELF 32-bit LSB executable, Intel 80386, version 1 (SYSV), dynamically linked (uses shared libs), not stripped
