Bug#155741: dselect: disabling color now causes garbage to be displayed

Long ago I discovered that I didn't like dselect's colors, and found
that they could easily be disabled by either using the -cm option of
xterm or setting TERM to xterm-mono.
That worked fine until recently. Now dselect sometimes fills the screen
with garbage (like when first displaying a help screen, but it doesn't
always happen). There is no garbage if color is enabled, but then I
have to look at the colors.
I don't know whether the bug is in dselect or in ncurses.
