closing dead bugs in dpkg



I figure about 30% of the bugs against dpkg are closable.  At least.
However, I'm not the maintainer so it's against the unwritten policy
for me to close them.

Would it be okay for me or any other reasonable intelligent person
(assuming I'm reasonable intelligent) to either (a) close the bugs, or
(b) resubject them such that their subject becomes 
'[close me] <subject>' ?
