Let's decide once and for all.
Option0)
As I posted before and as I did this time.
/doc/manuals/reference/index.en.html
...
/doc/manuals/en/reference.txt
...
Then browswer will find text file.

Option1)

/doc/manuals/reference/index.en.html
...
/doc/manuals/reference/en/reference.txt
...
Then browswer will not find text file.

Option2)
/doc/manuals/reference/index.en.html
...
/doc/manuals/en/reference/reference.txt
...
Redundant.  If you insist, I think this is only acceptable alternative
to Option0.

Option3)
/doc/manuals/reference/html/index.en.html
...
/doc/manuals/reference/en/reference.txt
...
Moves all html = breaks DDP if same script is used.

BTW,
/doc/manuals/ in DDP web = usr/share/doc/Debian/ in install.
